ADMINISTRATION

1. It shall be the responsibility of the Chief Secretary to coordinate the work of all Departments of Government.

2. The Chief Secretary may call for any case or information from any Department or Attached Department.

3. The Establishment and Administration Department shall be responsible for:

4. The determination of the principles of control of Government servants, including recruitment, conditions of service and discipline;

5. The coordination of the policy of all Departments with respect to services under their control so as to secure consistency of treatment;

6. Securing to all Government servants the rights and privileges conferred on them by or under any law for the time being in force; and

7. Determining the strength and the terms and conditions of services of the personal staff of Ministers.

8. No Department shall without the concurrence of the Establishment and Administration Department authorize any orders, other than orders in pursuance of any general or special delegation made by the Establishment and Administration Department, which involve:

9. Reduction or extension in the scope of functions of a Department or the transfer of such functions from one Department to another;

10. Re-organization or change in the status of offices in the Secretariat or Attached Departments;

11. Interpretation of rules and orders relating to service matters other than rules and orders issued by the Finance Department; and

12. any change in the terms and conditions of service or the statutory rights and privileges of Government servants.

13. No order in respect of the emoluments, promotion or conditions of service of any officer employed in the Finance Department shall be passed and no expenditure proposal relating to that Department sanctioned without prior concurrence of the Establishment and Administration Department. The Chief Secretary shall exercise, in respect of such matters, the functions of the Secretary, Finance Department.

AGRICULTURE

To look after the overall development of Agriculture Sector, including Livestock as a sub-sector for increasing productivity thereof.

To formulate polices/programs in connection with aforesaid objectives and to ensure their implementation through the attached departments/agencies.

To exercise administrative and financial control over the affairs of the attached departments/agencies.

HEALTH

Mission Statement:
The mission of the Department of Health Government of North West Frontier Province (NWFP) is to protect the Health of all citizens in North West Frontier Province (NWFP).

Vision Statement:
The Department of Health will reorganize the Health Sector in North West Frontier Province (NWFP) with clear distinction between regulation, financing and provision of health services in order to achieve the optimum benefit within the available resources for the people of North West Frontier Province (NWFP). The government’s role as a guardian for the health of the citizens of North West Frontier Province (NWFP) is to regulate according to international standards the quality of health care services and health care providers and medical training institutions.

HIGHER EDUCATION

The Department of Education has been reorganized into two separate Departments w.e.f. July 2001, i.e. Schools and Literacy Department and the Department of Higher Education, Archives and Libraries. Presently the following Directorates are under the administrative control of the Department:

  • Directorate of Higher Education.
  • Directorate of Archives & Libraries.
